I know I've been in and out of town the past few months, but before I left again I thought I'd go ahead and send you what I've come up with so far as far as laws go. It's a pretty basic outline for the MOST bare bones legal system I've ever laid eyes on, but it's better than nothing, I guess? That, and I didn't study a lot of civil law in my day, so you'll probably want to get someone else to do that part.
Also, I couldn't afford a computer, and typing on the Pokegear is hard. :(

What Phoenix is giving him is, indeed, very basic -- more like an outline than anything -- but it does go over very rudimentary laws regarding murder, theft, fraud, assault, etc, how to try criminals in court (whenever they manage to get one of THOSE), and suggested sentences for each offense. There's a separate section that deals with unique issues regarding Pokemon and how that plays into the regular laws, all that good stuff. Phoenix did his homework!]
[Blake takes a minute to check if the file is blank or some other kind of lousy joke. Then takes a much longer minute, because the damn thing is for real.]

[It's a skeleton, yeah, but a lot of essential things that the place can only function so long without.]
[There comes a scratch scratch scratching of little Sandshrew claws on Blake's door. The pudgy yellow creature then sits down and fumbles with a small wrapped thing in her paws as she waits for an answer. Oh, gosh, she's nervous.]
[How did she get this address? A Rocket has ways.]
[Blake looks at the little animal for a minute. He turns his head and calls into the house.] Steve! I think it's for you.
[There's the click of claws on the floor, then Steve bursts out onto the step. She yaps hello excitedly to her friend, as Blake stands back watchfully like a chaperon.]
[The little Shandshrew brightens when she hears the tell tale click click clack of her friend's claws. She gives her own happy screeching sound in reply to Steve's yapping and quickly shoves the wrapped bundle forward before she loses her nerve.]
[Inside is the shimmering collar and or necklace she has been working on for ages. Every stone is either fished from sidewalk cracks outside jewelry stores or straight up stolen from rich ladies and their pampered Pokemon.]
I-I thought the green stones would look nice with your pink fur.
